"Hetsuri" is an Aizu dialect word meaning "cliff, precipice, steep slope, riverbank," etc.

This is a children's version of the "J? no Okite," a set of rules and regulations for samurai in Aizu.
The final line means "What is forbidden is forbidden," is a classic Aizu motto.
「山椒魚」means "A "salamander" . In this region, salamanders are eaten using unique cooking methods.
Aizu has declared itself "the place with the best-tasting sake in Japan"!
The Aizu Railway Aizu Line, the only railway line running through this area, is a single track!
